I agree though.. if a cop doesn't have the upper hand, is someone going to listen to them when they say "drop the weapon" or are they just going to go ahead and do what they're doing, knowing the cop can't shoot them? It's better to have and not need the gun, than need and not have it.

Japan is an entirely different story. Japan's crime rate is very low to begin with, and it has nothing to do with owning or not owning guns.
You can commit crimes just as easily without guns. They've been doing it since the dawn of time. First sticks and rocks, then spears, bows, swords, muskets and flint-locks, all the way up to modern firearms.
Furthermore, say we DID ban guns here altogether. You know crime isn't going to just miraculously disappear, nor will shootings. There are plenty of places to get guns illegally if you know where to look, since you'd have to be pretty stupid to buy a gun from a gunstore, and go shoot someone with it. They're pretty easy to trace, and you'll wind up in jail pretty damn quick.
America is pretty well known for it's violent crimes, where a lot of criminals use guns. Therefore, police officers, and even private citizens looking to protect themselves, must carry guns to put themselves up to that level of defense. Ever heard the saying 'don't take a knife to a gun fight?' As long as criminals use guns, we must use guns to fight back.
When they go back to using swords and spears, we can use those as well.

Never said they don't need to have them. If a guy has a gun that he's gonna shoot the cop with, then by all means, shoot the guy. But as Sin said about bringing a knife to a gunfight, it goes the other way too. Unless that person is posing a significant threat to the cops life, or the life of another person.
In some situations, a knife is just as dangerous, if not more so than a gun. The same goes for any kind of weapon, it's all about circumstance. There isn't really any black and white, cut and dry answer to this situation. Everything depends on circumstance.
For example, that story I posted about the hostage situation. The guy had a knife, however, he was in the process of stabbing the woman to death. In that case, I believe the cops were justified in shooting him. If they hadn't, that woman would be dead now.
That's just one example, but in any kind of dangerous situation there are many, many factors and variables to be taken into concideration. Sadly, there usually isn't enough time to think them over.
