The limits are set low on purpose. In fact, they're raised from the 8K default. There could be up to 15 avatars on a single page. Raising the byte size could quickly have a multiplicative effect. I would encourage people to speak with their words, not with their avatars.

Oh, and just for reference, you're off by a factor of 8 there. A 56k modem is 56 kilobits per second. An 80kB avatar (80 kiloBYTES) would take at least 15 seconds to download (assuming you're getting an unrealistic 6-7kB/sec, the best I ever saw on my 56k was about 5.5).
Currently, loading an IndyDDR page like this one when no local cache is available takes over 5 seconds even on a very fast link (I'm on a DS-3 here with about 2000 other people during the day, so 45Mb/sec shared between 2000 people). The avatar size is plenty sufficient if you don't want to do giant animations.
