For the rest of the world, they have to take more units than Japan, and move each one farther than a Japanese location. Given, I'm not sure if it takes three weeks, but if I had to deliver mail, it would be easier to deliver it down the street, than in several other towns.
That's just my guess, though. I could be wrong.

Um, that's not how it works man. International releases are localized and released in each market. Not everything comes straight from Japan. (Except for Pop'N and IIDX!)

TONS of leaks! SPOILERS: Toon Link, Lucario, Luigi, Falco, Falcon, Ness, Game and Watch, Ganondorf, and Robot (R.O.B.?) are all playable characters. There should still be more characters announced
