You'll probably find that the type that are supposed to light up when you touch things won't work so well for anything other than line voltage AC (120Vrms, so don't touch it). A real multimeter (like $12 at Lowes for a cheapie; I've got three) will measure both that and lower level DC signals like you'd probably find talking to the power switch.
Oh, and so you know what you're looking for, my multitester is that little black thing with wires coming out of it to the left of my laptop sitting on the table.

Seriously, if you're going to mod your PS2 and don't trust yourself with soldering stuff in your PS2 (like me), go for the fliptop. Took about 15 minutes to put together, works great.
Plus mine is transparent blue so it's really cool to see all the inner workings of the PS2.
You said that you're not getting -any- power at all, right? It's not even going into standby?
Might be something so simple as you knocking the power supply loose, did that the second or so time that I opened up my PS2. Get back to me on it, because everyone's making it into some more difficult to fix than it really is.

anyways, did you check that you have the power supply properly reattached? There's the 4 prongs that plug into the ps2 mobo & the power button MASTER SWITCH that attaches to the power supply board as well.
After that, move on to the ribbon cable..Is it torn at all? wrinkled? creased? all these can destroy your cable.
Also make sure the plugs on the side of the dvdrom are attached to the mobo, but that shouldn't affect power.

It is creased/folded, it was creased/folded since I first opened the case, it seems kinda silly to have it so unprotected (without rubber coating deally) so maybe I scratched the "lanes" or whatever the lines are. Could be the root of my problem?

Sam's right and pretty much always gives good advice. Double and triple check that all the wires are connected and tight. Take it -all- apart again, and put it all back together just to make sure. If it's not going into standby at least, then it's a power problem, not a DVD problem.
Start with the basics, then get into the heavy stuff. (Get it?! HA!)

The reason I asked is because I consider this group pretty technologically sound. I could have went to some "fix my playstation" forum. But that would be stupid if I could get some troubleshooting tips from yous guys. So yeah.....
Decided to open her up today and try and find problem. Well, it turns out the silver ribbon cable going from buttons up front to motherboard wasn't actually in it's home. It had somehow got wedged it the hole underneath it, so it looked like it was in. I remedied this with some smooth tweezer action, and booted her up fine Now for some GT4!
