Yeah just about any city is going to look pretty shitty to a top-tier city.
Every city has its problems and your happiness shouldn't be determined by where you live. You can live in God damn paradise and be unhappy. You can live in the hood and be happy. Surround yourself with people that make you happy, not places.

You've got Mike Pence and Brent Waltz and all these other politicians opposing investing in public transit, poor school districts and urban renewal projects most definitely decrease the health and vitality of a city. I could bike pretty much anywhere I needed to go in Eugene, Corvallis, Portland, and feel safe in doing so. I could ride public transit from my house and get to campus in 5-10 minutes. I could get across Portland in 30 minutes and into the suburbs in another 15-20 for a $2 daily pass. The Max goes from the Airport on the east side all the way to Hillsboro on the west side of Portland. All of this development in public transit and essentially making Portland an extremely walkeable and ENJOYABLE city is the result of the public refusing to approve an Interstate expansion going east. You can still see the ramps they started to build back in the 60s before it was voted down. If Oregon had kept voting to expand highways just to make car travel easier, Portland would have even more traffic. Bikes and pedestrians would take a backseat. Locals would be less happy with their choices. Oklahoma City's sprawl makes me pretty unhappy. You drive EVERYWHERE. I wouldn't dare try riding a bike here. Everything is too spread out and car focused. It's changing in certain neighborhoods and those neighborhoods are THRIVING. Expanding the interstate in Oklahoma actually encouraged segregation and white flight in the 70s and 80s. It created community rifts and stigma. That doesn't sound happy to me.
Investing in a community's safety, efficiency, longevity and youth development is hugely important to feeling happy in that community.

tl;dr Yes, you can be happy in a neighborhood where your car is broken into weekly. Yes, you can be miserable sipping a mai tai in Honolulu. But how your city is built and affects your daily routine has a big impact on your happiness and health.

I would love it if for just ONE time I could go on a subway and not have some drunk asshole making life miserable for everyone in the train car.

Hah. This is true, but it seems to happen less during the day and more after 10:00 at night. Talking to randos on the subway should be grounds for immediate detention.
