I thought they were pretty useless, too. If you try playing with one in melee combat, yeah...that's a death sentence.
The trick is to use your domination magic, and illusion magic. You have to know what the enemy you're facing is going to do, so you can cast a counter spell before he does it.
Example, a spell-caster or healer enemy. Cast Backfire on them, and when they try to cast a spell, they'll damage themselves. If you're leveled enough in domination, this can be quite useful.
On the same note, on a brute/melee enemy, casting Empathy will damage them every time they try to attack. That damage adds up really, really fast. Especially if you couple that with a spell like Conjure Phantasm, which continuously drains their health, and quickly at that.
If you play with tactics in mind, a Mesmer can be quite useful. If you try to play a mesmer like you would say, oh...an elementalist, you'll be sadly disappointed. You can't just randomly cast spells. You actually have to think...a little.

They are. If you start a new Mesmer character, they suck. Terribly. They don't really get good until you start getting some better spells, and a better knowledge of how they work.
Even so, I'd never make a strictly Mesmer character. I took Elementalist as primary, and just use my Mesmer spells as a secondary option, or when I get a good opportunity.
