Is it gonna have all songs from both games, like the arcade version? Or are you going to have to buy 1 & 2 to get all the songs?

There's a very valid reason Konami only puts the new songs on their CS releases (well, two actually):

*Space
*Cost

Those old PSX releases were crammed FULL as could be in most cases (1st and 2nd mix notwithstanding), and the PS2 releases are usually pretty big. In addition to the audio, IIDX and DDR have background movies that have to be crammed onto that DVD as well. Somehow they manage to fill up Pop'n DVDs, too. The game audio alone adds up pretty quick. Would you believe that Pump It Up Exceed 2 (to pick a game I have specs on) has over 4 HOURS of audio on it? Even using lossy compression, that easily takes up over 1GB at reasonable bitrates, or a little under 1/4th of a single layer DVD. Don't even get me started on the size of those background movies (hint: it won't fit on a dual layer DVD).

As far as cost goes, if they just kept accumulating everything (given infinite distribution media space), the licensing costs would quickly go through the roof. Players who have been following the series would be especially pissed that they keep buying the same songs over and over again as prices top $100 per release. One option would be to sell bundles and "box sets" of anthologies, and if you keep your eyes open, you can often see retailers doing just that. Roxor may not have quite the concern with this since their licenses are few and far between, and they're usually from artists most people have never heard of.

Roxor may be able to get by with doing a CS release with all songs from ITG 1 and 2 on it for now, but that will quickly grow out of hand if they keep making releases. From a space point of view, they're good since they don't have background movies, but licensing all that stuff will still get expensive and you still alienate the crowd that is following the series by making them spend more to repurchase stuff they already own. Box sets may be a possibility.

Besides, the objective is to make money, and you almost always make more money by selling things "a la carte".

From a marketing standpoint, it'd be pretty dumb to put all ITG1 CS songs on ITG2 CS. ITG1 CS is still in production (and probably will remain), and if they loaded all the songs onto ITG2 CS, then virtually no people would buy ITG1 CS. As cool as Roxor is...they won't go in the hole for their players.
