Without getting into the rules, I'll just give a quick summary:

Two teams. Look for portals (tend to be at public art installations, post offices, ect.) Log that you found it (similarly to GeoCaching) by deploying some sci-fi stuff. Fight for territory against the opposing team. PvP if you catch someone in real life. Global scores are tracked. You team up with other local players to bolster defenses and form links to other portals. RPG elements.

It does get kinda boring. It's basically a slightly more competitive version of Geocaching. Since you have to physically go to locations, it doesn't appeal to a lot of people that would rather game form the comfort of their home.
