Check out BeatX a Stepmania/DDR for Android
You can play your own SM/DWI files and there are also some original levels that i created.
Game features:
- modified DDRMax3 scoring (10M is the highest score + 3x1M for bonuses)

How do inputs work if you don't have a keyboard? Are there softkeys for the arrows?

Hello,
there are multiple touchscreen layouts you can use (cross, line, z shape e.t.c.) so you don't need a keyboard.
You can also connect your dancemat using USB OTG cable..

I'm imagining playing DDR (with your feet) while holding/staring at a phone. I guess that might make turns/spins easier since you would never have to worry about twisting your body to see the screen, but it also seems like it would look somehow even more awkward than DDR already does.

A tablet on a note stand is more practical (as a portable DDR machine)
I also have an Android TV box so i just plug in my dance mat and i can dance..
Playing on a BT Keyboard could also make sense for some of the guys playing kb sims
