IIRC, these old versions of PIU actually run under DOS (!). Replacing the CD-ROM with a hard drive (or a lookalike such as a CF card in an adapter running in TrueIDE mode) is not likely to work as CD-ROMs and HDDs look very different in DOS. What seems to happen with these is that various parts overheat and end up getting permanently damaged before anybody notices. Video RAM seems to be a common culprit. About the only troubleshooting measure I can give is the swap out all the electrolytic caps. They will be old and from the era of bad...

UFO Catcher is one of the hottest new merchandisers! Mine is generally the top earner at one of my locations. Do you use the Sega plush in it too? Hey, all. Still here, just checking in. We had a few setbacks that have delayed getting the DDR finished and moved in but I'm confident that the machine will look and perform all the better for it. I neglected to answer White Dragon's question re: PIU mix. We genuinely don't know as it's non-working, at the moment. Just as soon as we get it fired up, I'll be happy to let you know.
